A conceptual plan approved by Town of Lockport officials would allow the owners of what is now a 24-unit senior-citizen housing site to add about 350 more units – and perhaps, someday, a nursing home or assisted living facility.

The site would be Pinegrove Estates on Bowmiller Road, owned by MJ Peterson Real Estate and its partners, under the name 5726 Bowmiller LLC.
The idea is to provide seniors with a place that can accommodate their eventual life changes without forcing them to move.
“What we envision is an age-in-place campus,” said Elliot Lasky of Regency Builders, one of the partners. “This is obviously going to take a long time. It’s probably a good 15- or 20-year project.”
The new construction will be carried out in phases, and the site plan for each must be approved by the town Planning Board, Town Attorney Brian E. Seaman said.
But that board already has approved the concept, and on Sept. 9, the Town Board rezoned about 100 acres of land on Bowmiller, owned by the partnership, from single-family residential to planned unit development.
Seaman said the plan is to construct 60 more one-story townhouses, 46 of them containing two units and 14 that would contain four units, for a total of 148 units.
Also on the drawing board are two independent living apartment buildings, with about 100 units each, Seaman said. After that would come the nursing home or assisted living facility.
